Resumen
The research has the objective of analyzing the institutional legal and economic instruments of the constitutional regime of 1979 as the main cause of the great Peruvian economic depression. The research technique is bibliographical of a diachronic nature from the retrospective and transversal orientation. In turn, the retrodictive approach is used to interpret the causes of the financial recession at the end of the eighties of the last century. Although corruption stands out, the statist and interventionist government structure is the foundation of administrative nonsense. The ability of governments to influence market dynamics allowed by the 1979 Constitution restricts economic freedoms, causing sociocultural crises that still affect society.
