Resumen

Introduction: Access to information is a fundamental right recognized by the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and the constitutions of each country. It is a part of freedom of expression, enabling citizens to participate in the rule of law and promote sustainable development, as highlighted in the Rio Declaration at the 1992 Earth Summit. Specifically, it aims to achieve SDG target 16.10 (on peace, justice), ensuring public access to information based on established laws and agreements. Methodology: The study adopts a qualitative approach, focusing on the analysis of various documents consolidated and disseminated by UNESCO. The categories analyzed include the regulatory framework, historical background, priorities, functions, access to information as a common right, challenges, adopted measures or mechanisms, and the use of technological tools. Results: The findings conclude that UNESCO has established mechanisms that support the dissemination and consolidation of access to information, improving people's quality of life and enabling them to exercise democratic principles. Discussion and Conclusión: UNESCO has played a vital role in ensuring that access to information is recognized as a right and in strengthening democratic practices through its mechanisms.
