Abstract

The evolution of distance education (de) has met various educational needs, thanks to technological pro-gress, teaching initiatives in higher education an d educational research. However, man y relationships converge between th e capacities, th e way s of learning, th e participation in th e decision making by the actors and the agents involved, the norms and values, among others. This article aims to highlight the complexity of th e relationships between th e elements of th e de syste m by means of th e systemic wa y of thinking. Thi s wil l mak e it possible to explain wh y th e management of de in higher education institu-tion s ha s no t always ha d th e expected results an d to reflect on decision-making unde r thi s framework of reference
